Mariano Navarro Rubio (Burbáguena, Teruel 1913 - Madrid, 2001), graduate in Law from the University of Zaragoza, had developed an intense degree program in the Administration and in the trade union world before becoming Minister of Finance between 1957 and 1966. position He then held the post of Governor of the Banco de España until his retirement from public life in 1970. He was manager of the implementation of the Stabilisation Plan and of Spain's entrance membership of international organisations such as the OECD and the International Monetary Fund.

Married to María Dolores Serres Sena, they had eleven children. Together with Tomás Alvira and Víctor García Hoz, he was one of the first three supernumeraries of Opus Dei. He requested his Admissions Office in this Catholic institution in April 1947.

His figure, despite his importance in the political and economic life of Spain during Franco's regime, is, according to Ferrary, largely unknown outside the realm of specialists and history textbooks.
