To attract highly qualified migrants is strategically important for the economies due to the significant contribution by this type of labour into global competitive power and economic growth. Therefore the growth oriented economies aiming competitive advantage compete for the highly qualified labour and implement special programs to facilitate the employment of these migrants. For the European Union, since the beginning of 2000s, regulation of highly qualified labour immigration has also become an importantobjective of its migration policies. Accordingly, the Blue Card plan has been adopted in 2009 and has been EU-wide implemented for last 3 years. This article examines and evaluates the success of Blue card plan so far in practice, its capability to attract the highly qualified migrants, its capacity to respond the expectations of the EU such as increasing the competitiveness and expediting the growth.

T his article aims to make sense of Turkey¿s foreign policy choices in relation to adaptation to Common Migration Policy of the EU. First analysis through Europeanization models shows that cost and benefit calculations reveal the potential of domestic political dynamics as an influential factor for Turkey¿s consent to the high costs of a broad adaptation program in return of a vulnerable visa liberalization conditionality. This study attempts to explain how the internal dynamics (opportunity structures) and public opinion through the conditionality mechanism may affect the policy-makers and thereby the Turkish foreign policy decisions.

The article discusses the legitimacy crises of the European Union (EU) following the Maastricht Treaty in the light of Weberian theory. First, the global and internal conditions in the 90s which shape the content of the Maastricht Treaty are briefly evaluated. After explaining how the ratification process of the Maastricht Treaty disclosed the legitimacy crises in the EU, the judgment of the German Federal Constitu- tional Court on Maastricht Treaty is analyzed with a special focus on supranational de- mocracy, legitimacy and common identity. The second half of the article starts with a methodological discussion about Weberian approach to the Union and attempts to show how the Union still suffers from the dilemmas of modernity. After a brief examination of the sources of legitimacy for the Community since 1957, the article focuses on the legitimacy problem revealed and aggravated by the Maastricht Treaty. The last section studies the 'common identity' within the context of legitimacy in a Weberian light, de- lineates different approaches in identity construction at the supranational level and ques- tions how and why the common identity project of the EU has failed.

In the last ten years, the agricultural policies of both the EU and Turkey have been reformed in a radical way, due to various external and internal factors. Since 2009, the EU has been discussing the new reform proposals in the CAP, while Turkey¿s agricultural policies have begun to evolve in a completely different direction. At this paper, the consequences of the new agricultural policies in terms of rural development and rural poverty are evaluated with a critical eye, after a brief discussion about their background, objectives and content. The paper aims to understand the difficulties that Turkey may encounter regarding its agricultural and rural policies in the future, by elaborating Turkey¿s agriculture and agricultural policies in comparison with the EU * Yrd. This article focuses on the position of individual vis a vis political power within the context of two main stream approaches in the history of political philosophy: liberal and republican approaches. First of all, theories of Locke and Rousseau, which are still influential on the conceptions of modern state, are elaborated. In order to understand the theoretical attempts for merging these models coherently, the second part of the article discusses the theory of Kant who profoundly affects today's European political thought and practice, and the distinctive approach developed by Habermas who is one of the most significant figures in the current legal and political thinking.

This article discusses changing nature of the Community authority and emerging legitimacy problems in the course of the completion of the single market. It analyses the transformation of the European Community into a more bureaucratic and technocratic authority since the Single European Act, in the light of regulatory model developed by Majone. By adopting a Weberian approach, this work attempts to understand the legitimacy crises of the European Community through critical evaluations of Majone s regulatory model.

The paper discusses telecommunication interceptions in Turkey as a state surveilling itself as well as its citizens. While surveillance of state officials including the judiciary indicates a perception of threat from inside the state, these perceptions overlap with the `deep state¿ phenomenon in Turkey. Despite the 2005 legal reforms which introduce strict legal standards for communications surveillance, current political developments reveal that wiretapping remains as a commonly used micro-power application. The paper, by utilizing Foucault¿s theory, aims to uncover the `conditions of possibility¿ for the use of this disciplinary technique in Turkey with a certain focus on the actual power relations and discourses of truth.
