Global environmental quality decline builds up through innumerable decisions at many scales that cause damage to ecological and social values. Environmental assessment (EA) is a relevant decision-making framework in this sense. Besides its technical role, EA has a cultural side we should consider in the pursuit of sustainable societies. Despite its limited reach, EA exemplifies and confronts some cultural implicit stances that may unwittingly favor the overall decline of environmental quality, and limit the advancement and efficiency of EA. Many of these cultural traits are well known and easier to point to than to reverse, namely: (1) too tolerant-to-damage standards of environmental protection and equality; (2) inadequate criteria to assess environmental performance; (3) tolerance of the net loss of environmental quality; (4) confrontation between ecological and social values in decision-making; and (5) neglect of full, in-kind compensation of environmental impacts. EA may have not only a technical or procedural, but also a cultural role to play in confronting these sources of unsustainability. A lack of attention to the cultural causes of environmental impacts neglects the deepest roots of environmental damage. This commentary addresses the topics above and brings attention to their disregard for environmental values, which should guide EA towards increased levels of sustainability.

Contemporary environmental sensitivity has characterized for decades the emerging culture in the developed world. It is not yet mainstream in influencing behavior at a global level, as the growing environmental impact of consumerism testifies particularly to it. Present day environmental sensitivity seems somehow at odds with Christianism, charged for decades alongside Judaism with major responsibility in the environmental crisis. This paper explains and discusses on seven interlinked aspects of the environmental value amply recognized across environmentalism. In examining them, Christian environmentalism learns particularly some demands of the Christian vocation that may remain neglected and demand a moral conversion both of Christians and of no non-Christians and non-believers. In accepting this demand, the Christian discerns the life-giving presence of Christ in many traits of the environmental sensitivity and culture. This encounter offers grounds for a reciprocal understanding and enrichment of Christians and non-believers or non-Christians, towards the attainment of a wider and deeper respect of environmental and human shared values.

A primary aim of environmental education is to promote environmental values. Significant life experiences (SLE) are a powerful, fast and long-lasting way to achieve this objective, but they have received little scholarly attention thus far. As examples to help us characterize SLE and understand their function, the cases of three well-known environmentalists, Seton, Leopold, and Rodriguez de la Fuente, will be studied. All three environmentalists came into contact with wolves and looked them in the eye. These experiences, described as SLE, resulted in major changes in these environmentalists' lives. Although SLE are not reproducible on demand, by studying these cases through the narratives and biographies of these environmentalists, we can shed light on how to facilitate or promote, when possible, the acquisition of deep and lasting values through environmental education.

The main scientific bibliography addressing the rationale behind ecological compensation is reviewed in order to examine general guidelines. This contains interesting general guidance on how to implement compensation, and provides the basis for future developments in compensation practice. On this basis, we propose a further step in compensation practice, advancing compensation proposals or rules for specific kinds of projects and contexts, focusing on road projects in the Spanish Environmental Impact Assessment (EIA). Three main residual impacts of roads are identified which usually remain uncompensated for: the loss of natural and semi-natural land use, the increase in emissions resulting from any new road, and the fragmentation, severance or barrier effect on the landscape and its wildlife. To counteract these, four proposals, or "rules", are advanced: conservation of natural and semi-natural land use area, conservation of dominant plant species physiognomy, compensation for emissions, and the rule of positive defragmentation.

The knowledge of biodiversity within an area is vital if we want to develop adequate conservation strategies. Biosphere Reserves are purposefully established for the sustainable use of their resources, and therefore their biodiversity should be well known. We compared and evaluated information available for Mexican Biosphere Reserves on threatened and non-threatened vertebrate species records from three different sources ¿ the corresponding Biosphere Reserves management plans (MPs), the Global Biodiversity Information Facility index (GBIF), and scientific literature, in order to find potential knowledge gaps. Our results suggest that there were varying gaps in information among sources according to vertebrate group. For each group of vertebrate species, management plans held the largest subsets of information but were not complete, ranging from 89.6% of the combined known species of birds to 70% for amphibians and freshwater fishes. However, both GBIF and literature included data absent from MPs, and GBIF included data not otherwise available, proving it as important as literature or other data sources (e.g. field data) used for crafting such plans. Moreover, we found references to threatened species that were not listed in the MPs, reaching to as many as 50% of the total known species of fish. Species information shared by all three sources ranged from 28% for amphibians to 72.5% for birds. Conservation efforts should therefore take into account that possibly less charismatic taxa such as amphibians, reptiles and freshwater fish lack more information than birds or mammals. The disparity observed in the vertebrate species information constitutes an information gap that could (or should) be solved by scientists and managers alike.

To reduce ecological impacts caused by development projects, avoidance, minimization and compensation techniques have to be taken together into consideration along Environmental Impact Assessment (EIA) procedures. This paper explores the particular role that ecological compensation has had in recent road and railway EIA procedures in Spain, as seen through the review of a set of recent EIA Records of Decision (RODs) that confirms precedent findings. Noticing that residual impacts are not paid much attention, and that there is no evidence of a solid public participation in ecological impact evaluation, it proposes to increase the awareness on residual impacts, as a way to make easier public access to the allegedly most sensitive moment of EIA implementation: (residual) impact evaluation.

A research on wildlife road-kills, mostly medium-sized mammals, has been conducted for two years along two highways (namely A-15 and A-10) in the Euro Siberian area of northwest Navarre (Northern Spain) between the westernmost side of the Pyrenees and the Basque Mountains. The study intended to find out a link between their distribution and the structure of the landscape surrounding it. The roads were segmented into 100-m stretches, and inspected weekly for roadkill by research staff with the collaboration of the maintenance service of both freeways. The data of the 539 animals recorded and geolocated in the segments were analysed spatially and matched to the surrounding landscape and presence of crossing structures. Results showed that the spatial distribution of wild medium-sized mammal road-kills along these freeways was not random, and that the surrounding landscape and the potential permeability of these roads did affect the road-kill rates. Existence of permeable crossings and heterogeneous landscape units reduced roadkill, while homogeneous agricultural and human landscapes increased roadkill rates.

The fragmenting effects of roads on the environment can be examined both locally and for targeted wildlife species but also studied from wider non-specific perspectives. Focusing on the layout of the road network, a set of methodologies to display and analyze structural fragmentation by roads have been developed, and specifically applied to the Autonomous Region of Navarre (Spain). By "structural fragmentation" we refer to those aspects of fragmentation that can be addressed and analyzed by using mainly geographic data given by the roads' layout. Cartographic information and complementary data have been obtained that may contribute to a better understanding of road fragmentation at a regional scale. Together with other local and functional data on road structure and species distribution and dynamics the information generated by this methodology may contribute also to understand fragmentation in depth and detail beyond the reach of our structural data and analysis. The presented methodology provides useful and readily available information to the planner, in order to anticipate and prevent foreseeable impacts, mainly cumulative, due to road development.

Road construction and improvement have long been studied as precursors of new development. The environmental impact assessment (EIA) of roads needs to gauge the phenomenon as long as possible, particularly across mountainous areas, because new urban and industrial uses on these valuable and fragile environments may cause significant impacts that should be counteracted to preserve their environmental quality. The aim of this article is to study and compare the occurrence of urban and industrial land-use changes, their rate and their distribution, between 1998 and 2010 and along two newly-built mountain motorways in Navarre (Spain), as a way to approximate the induction phenomenon.
First, urban and industrial land-use changes have been identified, registered and mapped alongside each motorway. From these data, the maximum induction rate has been directly obtained, by hypothetically assuming that all of the new developments that took place alongside a route over a period of time had been induced by the newly-built motorway. This rate may be valuable in future environmental impact assessment scenarios.
Land-use change data have been also set against the distance of the new developments to the motorway, the distribution of formerly existing urban and industrial settlements, and the steepness of the terrain, in order to make a preliminary approximation to how these factors may intervene in land use change processes around the studied motorways.

Simultaneous monitoring of wild mammal roadkills and underpass use was conducted for two years along two neighboring highways in Navarre (Northern Spain). The A-15 highway runs across a rugged, more natural terrain than the A-10 highway, which runs along a flat, mainly agrarian valley. Tunnels, viaducts and cut rock walls occur exclusively in A-15. Medium and large-sized mammal roadkill data were collected on a weekly basis wwhilst driving along both directions of the highways at a regular speed of 80 km/h. Infrared sensitive systems were used in 26 selected underpasses during eight 7-day monitoring campaigns evenly distributed along the study period to monitor the use of underpasses by wildlife.
The combined analysis of both sets of data showed that: (1) wire fencing does not prevent animal crossings, (2) virtually all of the monitored species occurring in the area are eventually run over, (3) very narrow underpasses are efficient in permeating the roads, even to the apparently most demanding species, (4) although underpasses have proven permeating structures, they do not totally prevent roadkills nearby them, (5) tunnels and viaducts are the only fully effective structures to completely prevent roadkills locally, (6) if occurring repeatedly, tunnel and viaducts reduce the roadkill rate for the entire road, (7) isolation phenomena may be ruled out for species having been run over, (8) European hedgehog was repeatedly run over, but no underpass crossing was registered for this species, (9) the joint consideration of road kill and use of underpasses data has proved a good approach to analyze permeability.

The consideration of non-native freshwater fish species in the management plans of 18 Biosphere Reserves is evaluated. Additionally, impacts caused by introduced freshwater fish species are described. Some measures to alleviate the ecological effects of fish species introductions are proposed, while paying attention to local development as well. The introduction of non-native species may have negative consequences for the ecosystems. The analysis of the management plans of the Reserves confirms that non-native freshwater fish species sometimes are not considered in the action plans of the area. Biosphere Reserve's management plans should consider the presence of alien species, with the aim to preserve biodiversity.

In recent decades mankind has come to realise that the current development model has adverse effects on the environment. Environmental education promotes an education based on values related with knowledge and respect for environment. Theory of meaningfull learning is acknowledged as base to promote the learning in educational process. One of the most interesting inputs for environmental education purposes was Novaks «theory of education» (1977, 1990, 1998), proposing teaching techniques that build on the meaningful language theory (Ausubel, 1968). This article summarizes the result of an investigation project in which knowledge of environmental education, meaningfull learning and museology within the framework of Natural Science Museum of University of Navarra has been applied. As a result, a didactic unit of formal education has been proposed. It is aimed at 11-12 years old children to promote the learning of respect value and the meaning of biodiversity through a visit to the museum and using learning tools such as conceptual maps. These tools are developed with CmapTools, webquest and m-learning applications linked with new information and communication technologies.
