SUMMARY

The purpose of this paper is goal to analyze the impact of the ongoing civil war in Sudan on the negotiations between Ethiopia and the Nile Basin states in relation to the conflict over the construction of the Grand Renaissance Dam. This major Ethiopian infrastructure is an opportunity for Ethiopia to fill its energy gap and become the largest exporter of electricity in the region. Egypt sees GERD as a vital threat, while Sudan sees opportunities, but also risks that require cooperation to avoid negative impact. Negotiations are core topic in order to reach a agreement whereby Ethiopia can develop in the hydrological field while avoiding particular damage to Egypt and Sudan.
