The classroom de Derecho Parlamentario, created in 2002 by a agreement between the University of Navarra and the Parliament of Navarra, has as its basic purpose "to be an instrument at the service of the university community in general, aimed at deepening the study and knowledge of the political and parliamentary system" (clause 2 of the partnership agreement between the Parliament of Navarra and the University of Navarra, 2002).

The classroom is freely managed by the department of Constitutional Law of the University of Navarra, on which it depends.

Every year, the classroom organises conference and conferences on different topics, all of them with speakers of recognised prestige and a high scientific level.

Activities

  • May 4: lecture of the classroom of Parliamentary Law, speaker: Manuel Aragón Reyes, Full Professor of Constitutional Law and emeritus judge of the Constitutional Court. News.

  • 10th November: Piedad García-Escudero spoke at the second session of the XXI conference of the classroom of Parliamentary Law with a paper entitled, Functions and functioning of Parliament in times of crisis, discussion paper . News.

  • 4th November: Ignacio Astarloa, lawyer of the Spanish Parliament, inaugurates the XXI conference of the classroom of Parliamentary Law of the University of Navarra. News.

  • 15th October: Oxford University Professor Dominic Burbidge gave a lecture at lecture on democratic theory and social trust at the classroom on Parliamentary Law. News.

  • 1 October: lecture of classroom on Parliamentary Law. Prof. Josu de Miguel Bárcena, University of Cantabria: "Reflexiones constitucionales a purpose de la management de la pandemia". The horizontal effect of the pandemic on the constitutional order was addressed with singular clarity by Prof. de Miguel Bárcena. The analysis began with a chronological review of the successive states of alarm (the initial one from March to June 2020, the one that affected the Community of Madrid and the drift towards the "model decentralised state of alarm") to explain in constitutional perspective the repercussions of the measures adopted on the system of fundamental rights, the activity of parliamentary control of the Executive and the autonomous management of the crisis.

The conclusions reached served to provide an overview of the "Law of Exception" and to invite - in our risk society - a deeper reflection on the means available to the rule of law to deal with similar situations.

  • lecture by José Ignacio Martínez Estay, Professor of Constitutional Law , Universidad de los Andes, Chile: "Chile: reflections on the constitutional referendum of 25-O social rights".    

  • November 25: "Restriction of rights in times of COVID". speaker Lorenzo Cotino: Full Professor of Constitutional Law (University of Valencia).

  • 27 November. "The constitutional impact of the COVID-19 pandemic in Mexico". speaker : José Juan Anzures. Professor researcher of Constitutional Law (Universidad Panamericana).
  • Patrick Deneen, professor at the University of Notre Dame Patrick Deneen spoke at the University of Navarra about the decline of liberalism and the return to a mixed regime. He did so at the framework of the classroom of Parliamentary Law organised by the School of Law and the Parliament of Navarre. News.

  • The classroom of Parliamentary Law invited María Teresa Gil-Bazo, professor at Newcastle to speak on the Fundamental Rights of the European Union on asylum and migration issues. News.

  • Mario Kölling, Professor of Political Science at the UNED and researcher of the Manuel Giménez Abad Foundation, gave a lecture at lecture 'The European Parliament facing the future: elections and challenges': he did so at framework of classroom of Parliamentary Law and it took place in the Parliament of Navarre. It was reported by several regional media and agencies of speech, such as EFE: Kölling, on the European elections: "The EU has to define its future"; and EuropaPress: "The classroom of Parliamentary Law reviews the challenges of the European Parliament before the next elections".

  • Brexit. topic A leap into the unknown' was the subject of analysis at a session organised by classroom Parliamentary Law at the academic centre and the Parliament of Navarra. Nuria González, researcher at Oxford University and professor at ESADE, explained from a political-constitutional point of view how the current status has come about and what the consequences may be.   • The XIX workshop classroom of Parliamentary Law, jointly organised by the University of Navarra and the Parliament of Navarra, celebrated the 40th anniversary of the Spanish Constitution. To this end, an assessment of its history was made and different perspectives were addressed.

  • The Full Professor of Constitutional Law of the UNED Carlos Vidal participated in the classroom of Parliamentary Law, where he gave the lecture '40 years of the fundamental right to the Education'. It was held at the classroom M06 of the Amigos Building of the University of Navarra on November 20.

  • Professor Tomás de la Quadra-Salcedo from Constitutional Law addressed 'Social Rights in the Autonomous State' at the classroom on Parliamentary Law. The session took place at classroom M06 of the Amigos Building of the University of Navarra on 23 November.

  • The roundtable 'The crisis of secession in Catalonia', held on November 3, addressed this crisis from the European and constitutional point of view. Josep María Castellá, Full Professor of Constitutional Law of the University of Barcelona, and Nuria González, researcher at the University of Oxford, participated. 

  • topic Fundamental rights and disability were the subject of analysis at the XVIII workshop of the classroom of Parliamentary Law, jointly organised by the University of Navarra and the Parliament of Navarra. Professionals from the legal field and from the Education participated in the workshop .

  • The Full Professor and former president of the European Social Rights committee of the committee of Europe, Luis Jimena, gave the lecture 'The protection of social rights in Europe' on November 24. In the session, he defended that "the Education in human rights is the best preventive medicine".

  • On Friday 21 October, the XVII workshop of Parliamentary Law on the models of jurisdiction and constitutional reform was held in the Parliament of Navarre, with the participation of Ainhoa Aznárez, Ángel J. Gómez Montoro, Eduardo Torres Dulce, Manuel Aragón Reyes and Asunción de la Iglesia Chamarro. (Appearance in the media: Diario de Navarra, Diario de Noticias)

  • Luis Delgado Rincón, lecturer at Constitutional Law of the University of Burgos, gave a talk on Wednesday 16 November, lecture on the fragility of immigrants' social rights in times of economic crisis. He focused mainly on the social rights of Education and health.

  • The Constitutional Court lawyer and lecturer at the University of Burgos Camino Vidal gave a lecture at lecture entitled 'Right to equality and positive actions', which was attended by more than 60 students from School Law. It was held on 13 October at the University of Navarra.

  • On Wednesday, 21 November 2012, Professor Luis Delgado del Rincón, from the University of Burgos, gave a lecture at lecture on fundamental rights in prisons.

  • On Thursday, 19 October 2012, the Bicentenary of the Constitution of Cadiz was the focus of the X workshop of the classroom of Parliamentary Law, in which professors from several universities reflected on the Parliament in the Cadiz text.

  • On Wednesday, 26 September 2012, the IX workshop of the classroom of Parliamentary Law took place in the Parliament of Navarre, with the following address: degree scroll: The Autonomous State in times of crisis.

  • On 21 May 2012, the Parliament of Navarre hosted a lecture by H.E. Mr. Raúl Bertensen, President of the Constitutional Court of Chile, on the work of the Court itself.

  • On Wednesday, 28 March 2012, the First meeting between Students and Parliamentarians was held in the Parliament of Navarre, with the participation of more than thirty students and representatives of all the groups in the House.

  • On Friday, 19 November 2010, the VI workshop classroom of Parliamentary Law was held, with the title topic:"Europe after the Treaty of Lisbon". The speakers were professors Luis María Díez-Picazo, José Antonio Pastor Ridruejo and Antonio López Castillo.

  • On Friday, 29 October 2010, the University hosted a meeting at roundtable on "the right to Education". The participants were Prof. Vidal Prado, from the UNED, Prof. Rodríguez patron saint, from the Universidad Autónoma de Madrid, and Prof. de la Iglesia, from the Universidad de Navarra.

  • On Friday, 12 March 2010, Prof. Fernando Rey gave a lecture lecture at the conference room Polivalente of the Parliament of Navarre, in the presence of numerous students and professionals:"Political representation and gender equality. Balance and perspectives".

  • On Thursday, April 26, 2007, he gave a lecture the Full Professor de Complutense University of Madrid, Alfonso Fernández-Miranda, with the following address: degree scroll: "In defence of representative democracy".

  • On 17 and 18 November 2005, we commemorated the 25th anniversary of the TC with the III conference of classroom of Parliamentary Law. Keynote speakers included the President of the Court.

  • On April 15, 2005, the Full Professor de the U.NAntonio Torres del Moral gave a lecture at lecture with degree scroll "La reforma constitucional", at classroom 5 of the Law Building. This inaugurated the Conferences of the classroom on Parliamentary Law.

  • On 5 November 2004, on the Central Building de the University a workshop was held on "the relationship between national and European courts in the protection of fundamental rights". 

  • On 20 April 2004, roundtable entitled "25 years of the Foral Parliament of Navarre" was held at the conference room conference centre of the Parliament of Navarre to commemorate the 25th anniversary of this House.

The classroom of Parliamentary Law has set up a award which aims to promote among the students of the School the research in the field of Parliamentary Law.

Meet the winners

  • On 11 February 2014, the Parliament of Navarre hosted the submission of the XI award classroom of Parliamentary Law. The winner, Alejandro Galván, presented a work on"Navarra in the constitutional framework ".

  • On 7 March 2013, the Parliament of Navarre hosted the submission of the X award classroom of Parliamentary Law. The winner was Pablo Quintana, for his work on "Parliamentary Ethics".

  • On 21 February, siblings Concepción and Ignacio Granado, students in the 2nd year of Law and 6th year of the Double Degree licentiate degree Law-Economics, were awarded the V award classroom of Parliamentary Law for their work on"The role of advisory councils in regional parliaments".

  • On February 6th, 3rd year Law students Aitor Tapias and Rafael Zapata received the IV award classroom of Parliamentary Law at the Foral Parliament, for their work on"The Reform of the Senate".
