Last February, Alfonso Guillermo Dulanto Rishing was awarded the extraordinary award of doctorate in Government and Culture of Organisations for the 2017-18 and 2018-19 academic years for his thesis "Decentralisation and subsidiarity: the Peruvian case" and carried out under the direction of Professor Agustín González Enciso.

It is worth noting that in the 2007-2008 academic year he studied the Master's Degree in Governance and Culture of Organisations at high school and then went on to study doctorate.

Guillermo Dulanto, with extensive experience in the field educational, is currently a lecturer at the School of Economics and Business Studies at the UDEP (University of Piura).
