Efficiency and autonomy
A friend of mine tells me that the software used in the courts is different in each of the 17 autonomous regions. As a result, it is impossible, or very difficult, to know the criminal history of a thief who has been moving around Spain.
The result is time spent uselessly to request the data to another autonomy, bureaucracy and, in final, inefficiency. The topic is costing us dearly. And the question is: how different are the cacos in Catalonia, Madrid, Asturias, etc., to require different software? It would not be ultra logical to have the same software for all courts to be interconnected.
Other. It turns out that my medical history is linked to my Social Security card and this is different in each autonomous region. result If I have a jamacuco in Seville, I'm done, because they don't have my medical records there, they only have them in Catalonia. Is it so difficult to have the whole healthcare system interconnected? Who came up with the brilliant idea of having different systems?
The list could go on: we have 17 different trade laws, 17 different drug laws, because, of course, the Galician patient is very different from the patient from Murcia, cancer affects him very differently!!!! Forgive the irony, readers, but it's really something!
I understand that each regional government wants to have its priorities (health, Education, infrastructures, etc.). What is more, I think it is good that this is the case and I hope they compete with each other to see who does it better. But this is perfectly compatible with market unity and with not making life difficult for citizens and companies.
It is necessary to reinforce the unity of the market, otherwise they will drive us crazy. Is this a break with the state of the autonomies? No. It is to ask them to go to agreement in operational matters, which make life easier for all of us. It is to have a much more efficient public administration (state, autonomous and municipal), because it has common systems.
Finally, and if they want to differentiate themselves, why don't the autonomous regions compete in charging more or less taxes? It may sound like heresy, but it is not. A common fund is set up for common needs (those of the State) and, from there, each autonomy can decide whether to charge more Personal Income Tax or more VAT or more Corporate Tax. Thus, no more complaints about whether Madrid pays or Catalonia pays or collects. Each one pays its own. You want to spend more, perfect, collect more money from your citizens. And the citizens will decide whether to vote for you or not.
