Co-responsibility between men and women
The necessary equality in the different Autonomous Communities must be based on the adoption of the model of co-responsibility between women and men defended by European Community Law. For this, an essential challenge is to face a balanced distribution of domestic and care tasks as well as of the public space.
The social democratic State model , or the so-called Welfare State, establishes a close relationship between State, market and family, between the private and the public spheres. Labor legislation, fiscal policies and the organization of social rights have a direct impact on the choices and the way in which citizens organize their lives.
Productive and reproductive rights are closely related and the fundamental problem for true equality between the sexes will be that of conciliation between life staff, family and work, which includes everything related to the tasks of caring for people and self-care, as well as the non-discrimination of women in the public space; work, politics and Economics.
In this line the campaign of Emakunde, high school Vasco de la Mujer, carried out on March 8, 2010 confirms what we have pointed out. It highlights that there is an imbalance in the use of time by women and men in the private and public spheres, which constitutes an important obstacle to the advancement of women's equality.
Among the possible solutions are the rationalization of schedules or rearrangement of time work, as well as the creation and, where appropriate, adaptation of services partner-community, allowing time to meet the needs of all areas of life.
On the other hand, from Innobasque we have developed a green book of values reflecting on innovation in values, including equality, to serve as a basis for reflection. In the new generations, most of the members of the family unit are incorporated into the labor market or aspire to it. Many of the problems faced by citizens between the ages of 30-45 are related to the difficulties faced by young people with family responsibilities in achieving their professional development and attending to their family obligations when they have children, as well as caring for dependents, given the increase in life expectancy in today's population. The causes that have given rise to these social transformations are positive in their roots; both for the fact that justice is done to women and they occupy their rightful place with a citizenship of plenary session of the Executive Council right and for an increase in the quality of life that leads to live many years.
In my opinion, the line of research in Education for an egalitarian and inclusive citizenship should go in several directions; on the one hand, it should work and investigate to find solutions and good practices in companies for the reconciliation between work and family life. This requires changing mentalities at school. School coexistence plans should work positively on this subject. The legislation on effective equality between women and men in Organic Law 3/2007 should also be further developed. In article 68 of the Civil Code, it is stated that spouses should share domestic responsibilities and the care and attention of ascendants and descendants and other dependents at position.
But on the other hand, making conciliation possible is not something that can be solved only from the autonomy of the will of the parties, in an intrafamily way. There are aspects whose regulation are skill of the State, while other measures correspond to the business policy and others to the third sector, that is to say to the civil society through the creation of associations and foundations with social purposes. I have dealt with these and other aspects in my discussion paper presented at congress, which, on gender equality, has been organized this week by the University of Navarra.
