The Audiovisual Law and the Role of Public Television, Main Challenges for the Sector According to a Study by IESE at the University of Navarra
The State budget allocation and fees to private TV operators are emerging as the main sources of funding to offset the loss of revenue from advertising of the State-owned public broadcasters.
More than 80% of the leaders of the Spanish audiovisual sector consider that legislative regulation is necessary to determine the role of radio and television operators, both public and private, as framework legal to modernize and clarify the rules of the game. This is the conclusion of the Annual Study of Trends in the Spanish Audiovisual Sector, carried out by Time Consultants for the IESE of the University of Navarra.
Likewise, 87% of those consulted believe that it is urgent to define the role that public television should play in Spain, both in the state and regional framework .
Regarding the suspension of advertising in RTVE, almost half of the sample -including private operators and equipment manufacturers and installers- supported the decision. Likewise, 51% of sample are in favor of extending the suppression of advertising to other regional public broadcasters.
State budget allocations and fees to private operators are seen as the main sources of funding to mitigate the loss of revenue from advertising of state-owned public broadcasters. However, other possible ways -canon to Username, fees on telecommunications operators in general and indirect taxes- are not perceived as adequate.
Finally, three out of four respondents called for the creation of a state authority for audiovisual media as a guarantor of the rules of the sector. There is no unanimity, however, on whether this authority should be configured as a new and specific body, or whether it should depend on the Telecommunications Market Commission, as a convergent body.
