He was born in Zamboanga (Philippines) on April 18, 1973 and was ordained a priest in 2000. He studied the high school diploma Theology at the School of Theology of the University of Navarra and later the licentiate degree in Canon Law in the same academic center.
On June 27, 2011 he defended the doctoral thesis , which bears the title degree scroll: The Issuance of Administrative Acts. A study on the pertinent Common Norms in Canon Law. It was directed by Professor Jorge Miras and obtained the grade of A cum laude.
