A thesis of the University of Navarra defends the importance of values in the configuration of the legal and political order.

Martín Santiváñez Vivanco defended the thesis "Víctor Andrés Belaunde y la síntesis viviente. A critical approach". The work, directed by Full Professor Rafael Domingo Oslé, analyzes the legal and political thought of the Peruvian jurist and diplomat. The jury was chaired by Juan Velarde Fuertes and included the participation of professors Salvador Rus Rufino, Mercedes Galán, Rafael García and José Luis Iriarte.
Víctor Andrés Belaunde was president of the UN General Assembly and of its Security committee , Peruvian Minister of Foreign Affairs and member of the Peruvian Constituent congress of 1931, as well as an outstanding thinker and reformer. The thesis explores the scope of Belaunde's theory of synthesis and its impact on the configuration of Peru's legal and political institutions, highlighting the importance of values as an essential element for strengthening the quality of democracy and the rule of law.
According to Martín Santiváñez, "the living synthesis allows the existence of a rule of law animated by values that are embodied in public action without such intervention being in any way negative for the political community. On the contrary, according to Belaunde, the existence of this axiological vitalism has a positive impact on the enforcement of laws and the expansion of a legal culture based on the person and his dignity".
