The high school of Registrars awards the professor of Civil Law Luis Javier Arrieta

The recognition to the Navarrese is submission for the work 'La grade registral en el Registro de la Propiedad digital y gráfico' (The registry in the digital and graphic Property Registry).

The Revista Crítica de Derecho Inmobiliariopublished by the high school of Property Registrars, has awarded Luis Javier Arrieta, professor of Civil Law of the University of Navarra, the award to the best work written by young authors in the publication during the years 2012 and 2013. The award-winning article is degree scroll La grade registral en el Registro de la Propiedad digital y gráfico and was published in issue 740, corresponding to November-December 2013.

The work examines the way in which the incorporation of technological tools into the Land Registry allows the description of registered properties through graphic instructions to which various layers of georeferenced territorial information of administrative origin (maritime-terrestrial boundaries, protected areas, urban planning files, etc.) can be incorporated or associated without causing a registry entry.

"Thanks to the association of information to the graphic base of the Land Registry, it is possible to warn individuals that a property has urban irregularities or that it is affected by environmental limitations that may restrict their rights", explains Arrieta, who is a native of Pamplona. The recognition of the associated information would mean the configuration of the Land Registry "as an integral territorial information office that would include, together with the graphic information of the registry, the environmental, cadastral or town-planning cartography, thus allowing the most perfect and complete advertising", emphasizes the professor.

Reform of the Mortgage Law

The work of Arrieta is closely linked to the project of reform of the Mortgage Law and the Real Estate Cadastre that the committee of Ministers sent to the Spanish Parliament last Friday, June 13.

In this edition, the jury was chaired by Luis Diez-Picazo y Ponce de León, president of committee of essay of Revista Crítica de Derecho Inmobiliario. The members of the jury were Gonzalo Aguilera Anegón, Dean of high school of Property Registrars, Eugenio Rodríguez Cepeda and Juan María Díaz Fraile, members of the magazine's Executive committee , as well as Francisco Javier Gómez Gálligo, secretary of the publication, who acted as secretary of the jury.

The award Revista crítica de Derecho inmobiliario was instituted in 2004 to the best work published in it, in any of its sections, by authors under forty years of age.
