Legal experts discuss School of Law right to housing and the protection of vulnerable people at a roundtable School of Law

The event, organized by the Chair Registry Law, drew 90 participants across both modality and online modality

The Chair Land Registry Lawat the University of Navarra organized a roundtable in Pamplona roundtable the right to housing and situations of vulnerability, during which legal experts analyzed the main legal challenges related to access to housing in Spain. The meeting presentations by property registrar Ángel Chacón Maldonado and professors Cristina Argelich Comelles and Ana Isabel Berrocal Lanzarot from the Complutense University of Madrid, in a session moderated by property registrar Celestino Morín Rodríguez and University of Navarra professor Luis Javier Arrieta.

Rising rent

Land registrar Ángel Chacón Maldonado, a member of the board high school Registrars and Director Consumer and User Service, opened the roundtable a presentation on the evolution of the housing market in Spain. During his exhibition the rise in rental prices over the past decade and its impact on access to housing. “Long-term rental prices have increased by between 100% and 120% over the last 10 years,” he stated.

Chacón explained that the problem stems from several factors, including increased demand in certain cities, insufficient construction of new housing, and a decline in the supply available residential rental available .
 

Housing Law and Restrictions on Property Rights

Cristina Argelich Comelles, a professor at the Complutense University of Madrid, focused her presentation on an analysis of Law 12/2023 on the right to housing and its legal implications.

Argelich discussed the measures adopted by the legislature to intervene in the rental market and how these affect property Schools . In this regard, she noted that some of these measures raise questions about their impact on the real estate market. The professor also analyzed the relationship between rules and regulations and European standards subject housing exclusion and support for vulnerable groups.
 

Vulnerability and squatting

The roundtable with remarks by Ana Isabel Berrocal Lanzarot, a professor of Civil Law the Complutense University of Madrid, who discussed legal conflicts related to housing in situations of vulnerability.

Among other issues, he addressed eviction proceedings, the illegal occupation of properties, and the difficulties involved in regaining possession of an occupied home. As he explained, the effectiveness of injunctions in the procedural context is core topic these cases. “It is reasonable to expect that the restoration of possession should result from an injunction,” he stated.

Berrocal noted that current regulations pose challenges for both property owners and the public authorities responsible for addressing situations of housing exclusion.
