The BIOMA Institute and Tesicnor promote innovation and research in Navarre through territorial digital twins

The BIOMA Institute puts data science at the service of environmental health in Navarre for the project , through digital twins in its capital city.

On December 19, the Government of Navarre and Pamplona City Council held the bequest workshop at the Navarre Institute of public administration. The event served to showcase the results of project and the pilot actions developed over the last year, generating a collaborative ecosystem where public administration, companies, and innovative agents could connect, share learnings, and open up new opportunities around the digital twin.

The project in Navarre has been developed through two complementary programs with a goal : to harness the potential of digital twins to create virtual replicas of the territory that allow for the simulation, analysis, and anticipation of urban and environmental phenomena, contributing to management and the urban environment. On the one hand, TwIN GovTech, a pilot program to solve real challenges in the city of Pamplona. On the other hand, TwIN Lab, a space for learning, experimenting, and connecting.

One of the most notable pilot projects in the TwIN GovTech framework was developed by the Biodiversity and Environment Institute at the University of Navarra and Tesicnor, which were selected to lead a proposal for management urban environmental management .

This pilot project, the result of a partnership the two institutions, aims to integrate and analyze data from multiple sources to anticipate climate risks, improve air quality, and support municipal decision-making, thereby expanding the use of digital twins beyond traditional urban planning toward an approach resilience and public health. It represents a profound review of urban management models, especially with regard to air quality, thermal comfort, exhibition extreme events, and territorial inequalities.

The initiative has been promoted by the Government of Navarra and Pamplona / Iruña City Council and coordinated by the public company Tracasa Instrumental. It has also benefited from the partnership CEIN and Polo IRIS and forms part of the regional digitization strategy, backed by more than €5 million in investment, largely from European Next Generation EU funds.

With the conclusion of this phase of project , Navarra is embarking on a path of innovation and consolidating a new way of understanding and managing its cities, where science, data technology combine to build healthier, more resilient, and sustainable urban environments.
